Introduction
पल्वराइज़र प्लांट (सोप स्टोन) तथा प्लांट परिसर में उपखनिज भंडारण हेतु समस्त अभिलेखों सहित जिला खान अधिकारी कार्यालय में आवेदन किया जाता है। तदोपरांत, जिला खान अधिकारी द्वारा स्थल के संयुक्त निरक्षण हेतु संबंधित उप-जिला अधिकारी को पत्र प्रेषित किया जाता है। संबंधित उप-जिला अधिकारी के द्वारा संयुंक्त निरीक्षण हेतु तिथि निर्धारित करते हुए संबंधित अधिकारियो को निर्देशित किया जाता है। तदोपरांत जिला खान अधिकारी के द्वारा संयुक्त निरीक्षण आख्या मय अभिलेखों सहित निदेशालय को प्रेषित की जाती है। तदोपरांत निदेशालय द्वारा पल्वराइज़र प्लांट (सोप स्टोन) में प्लांट तथा प्लांट परिसर में उपखनिज भंडारण हेतु 10 वर्ष की अनुज्ञा स्वीकृत की जाती है।

- यदि आवेदक फर्म/सोसाइटी या कम्पनी है तो फर्म/सोसाइटी या कम्पनी के रजिस्ट्रेशन या पार्टनरशिप डीड की प्रति या मेमोरेंडम ऑफ अण्डरस्टैंडिंग की स्वप्रमाणित प्रति
- आवेदक या आवेदक फर्म/कम्पनी के भागीदारों का अद्यतन चरित्र प्रमाण पत्र की प्रति
- आवेदित क्षेत्र का साइट प्लान की स्वप्रमाणित प्रति
- प्लांट के स्थापना एवं संचालन संबंधी प्रोजेक्ट रिपोर्ट की प्रति
- आवेदक/फर्म/कम्पनी के सभी भागीदारों का स्थायी निवास प्रमाण पत्र की प्रति
- यदि आवेदक भूमिधर नहीं है, तो प्रत्येक भूमिधरों की अनापत्ति का नोटराईज्ड शपथ पत्र की प्रति
- अवैध भण्डारण/परिवहन के सम्बन्ध में यदि कोई अर्थदण्ड अधिरोपित हो तो अधिरोपित धनराशि बकाया न होने के सम्बन्ध में नोटराईज्ड शपथ पत्र की प्रति
- आवेदक व्यक्ति/फर्म/कम्पनी का खनन बकाया न होने संबंधी जिला खान अधिकारी द्वारा निर्गत खनन अदेयता प्रमाण पत्र की प्रति
- आवेदक व्यक्ति/फर्म/कम्पनी द्वारा आयकर बकाया न होने संबंधी प्रमाण पत्र/नोटराईज्ड शपथ पत्र की प्रति
- आवेदक व्यक्ति/फर्म/कम्पनी द्वारा वाणिज्यकर बकाया न होने संबंधी प्रमाण पत्र/नोटराईज्ड शपथ पत्र की प्रति
- आवेदित भूमि किसी सरकारी/अर्धसरकारी बैंक में बंधक हो, तो संबंधित बैंक का भारमुक्त प्रमाण पत्र की प्रति
- आवेदक व्यक्ति/फर्म/कम्पनी का जी0एस0टी0 नम्बर
- प्लांट में कच्चे माल (सोपस्टोन) की आपूर्ति के स्रोत के संबंध में नोटराईज्ड शपथ पत्र की प्रति
- प्लांट परिसर में धर्मकांटा तथा प्रवेश एवं निकासी गेटों पर सी0सी0टी0वी0 कैमरा लगाये जाने की बाध्यता के संबंध में नोटराइज्ड शपथ पत्र
- जी0एस0टी0 नो ड्यूज़ की प्रति
Application is submitted to the District Mining Officer’s Office along with all the necessary documents for obtaining permission for a pulverizer plant (soapstone) and for storage of minor minerals within the plant premises. Thereafter, the District Mining Officer forwards a letter to the concerned Sub-Divisional Magistrate (SDM) for conducting a joint site inspection. The concerned SDM fixes a date for the joint inspection and directs the concerned officials accordingly. Subsequently, the District Mining Officer forwards the joint inspection report along with the relevant documents to the Directorate. Thereafter, the Directorate grants a 10-year permission for the establishment of the pulverizer plant (soapstone) and for storage of minor minerals within the plant and its premises.

- Verified copy of Khasra, Khatauni, and site map of the applied land
- If the applicant is a Firm/Society/Company, self-attested copy of Registration Certificate or Partnership Deed or Memorandum of Understanding
- Copy of updated Character Certificate of the applicant or partners of the applicant firm/company
- Self-attested copy of the Site Plan of the applied area
- Copy of Project Report related to the establishment and operation of the plant
- Copy of Permanent Residence Certificate of all partners of the applicant/firm/company
- If the applicant is not the landholder, copy of Notarized No Objection Affidavit from each landholder
- Copy of Notarized Affidavit stating that no penalty amount is pending, if any penalty was imposed in relation to illegal storage/transportation
- Copy of Mining Dues Clearance Certificate issued by the District Mining Officer certifying no outstanding mining dues of the applicant individual/firm/company
- Copy of Certificate / Notarized Affidavit regarding no pending Income Tax dues submitted by the applicant individual/firm/company
- Copy of Certificate / Notarized Affidavit regarding no pending Commercial Tax dues submitted by the applicant individual/firm/company
- If the applied land is mortgaged with any Government/Semi-Government bank, copy of Encumbrance-Free Certificate issued by the concerned bank
- GST Number of the applicant individual/firm/company
- Copy of Notarized Affidavit regarding the source of supply of raw material (Soapstone) to the plant
- Notarized Affidavit regarding mandatory installation of CCTV cameras at the weighbridge and entry/exit gates within the plant premises
- Copy of GST no dues
