Introduction
स्वस्थाने चट्टान (In-Situ) MM-1 उपखनिजों के खनन पट्टों के आवंटन हेतु निर्धारित ई-निविदा प्रक्रिया के अंतर्गत सर्वप्रथम उपयुक्त क्षेत्र का चिन्हीकरण एवं सीमांकन, उपखनिज की मात्रा एवं गुणवत्ता तथा पहुंच मार्ग आदि का निर्धारण कर नियमानुसार निरीक्षण आख्या निदेशालय को प्रेषित की जाएगी। इसके पश्चात पात्र आवेदकों से ऑनलाइन तकनीकी एवं वित्तीय निविदाएं आमंत्रित कर निर्धारित आवेदन शुल्क एवं Earnest Money जमा कराई जाएगी। सफल बोलीदाता द्वारा निर्धारित बोली राशि एवं Security Money जमा करने पर आशय पत्र जारी किया जाएगा। आशय पत्र धारक को निर्धारित अवधि में माइनिंग प्लान स्वीकृत कराने तथा आवश्यक पर्यावरणीय, वन एवं अन्य वैधानिक अनुमतियां तथा सभी भुगतान पूर्ण होने के उपरांत शासन द्वारा खनन पट्टा स्वीकृत किया जाएगा तदपरांत खनन कार्य आरम्भ किए जाने से पूर्व स्थापना हेतु सहमति/संचालन हेतु सहमति विलेख निष्पादन एवं पंजीकरण किया जाएगा।

- खनन देय बकाया न होने का जिला खान अधिकारी द्वारा जारी किया गया अद्यतन खनन अदेयता प्रमाण पत्र संलग्न किया जाना चाहिये। यदि प्रार्थी द्वारा राज्य क्षेत्र के भीतर कोई खनन पट्टा या कोई अन्य खनिज परिहार धारित नहीं करता है या धारित नहीं किया था तो इस कथन का शपथ पत्र उक्त प्रमाण पत्र के स्थान पर दिया जाना चाहिये

- यदि आवेदक को आवेदित क्षेत्र का सतही अधिकार प्राप्त नहीं है तो उसने खनन संक्रिया के लिये क्षेत्र के स्वामी की सहमति प्राप्त कर ली है? यदि सहमति प्राप्त कर ली है तो स्वामी की लिखित सहमति की राजस्व विभाग से सत्यापित प्रति

E-Tender Process for Allocation of Mining Leases for In-Situ Rock (MM-1) Minor Minerals - Under the prescribed e-tender process for the allocation of mining leases for In-Situ Rock (MM-1) minor minerals, the process begins with the identification and demarcation of a suitable area. The quantity and quality of the minor mineral, access roads, and other relevant details are assessed, and an inspection report is prepared and submitted to the Directorate in accordance with the applicable rules. Thereafter, online technical and financial bids are invited from eligible applicants, along with the prescribed application fee and Earnest Money Deposit (EMD). Upon deposit of the prescribed bid amount and Security Money by the successful bidder, a Letter of Intent (LoI) is issued. The LoI holder is required to obtain approval of the Mining Plan within the stipulated period and secure the necessary environmental, forest, and other statutory clearances/ permissions, along with completing all prescribed payments. Upon fulfilment of these requirements, the Government grants approval for the mining lease. Subsequently, prior to commencement of mining operations, the Consent to Establish (CTE) / Consent to Operate (CTO) is obtained, and the required lease deed is executed and registered.

- Updated Mining Dues Clearance Certificate issued by the District Mining Officer certifying that no mining dues are pending must be enclosed. If the applicant does not hold or has never held any mining lease or any other mineral concession within the State area, an affidavit to this effect shall be submitted in place of the said certificate

- If the applicant does not possess surface rights over the applied area, consent of the land owner for carrying out mining operations must have been obtained; in such case, a Revenue Department–verified copy of the written consent of the land owner
